Derrick L. Martin said he is planning 24 townhomes in the 7400 block of Pinewood Drive.
He said they would be grouped in six buildings with four units each.
The East Brainerd property includes just less than an acre.
The Planning Agency staff is recommending denial, saying it is not compatible with the land use plan or adjacent uses.
